SALEM COUNTY BOARD OF CHOSEN FREEHOLDERS
FEBRUARY 7, 2001 MEETING MINUTES
At 07:31 P.M. Director C. David Sparks, Jr. opened the meeting and stated that the meeting was in compliance with the Open Public Meetings Act. The Pledge of Allegiance followed a moment of silence.
OATH OF OFFICE TO HONORARY FREEHOLDERS
The Oath of Office for Honorary Freeholders with terms ending 9:00 P.M. this evening was administered by County Solicitor Michael M. Mulligan to eighth grade students representing their respective schools: Jessica Foote, Upper Pittsgrove; Amanda Robinson, Lower Alloways Creek; Corey Frank, Alloway; Jane O'Connor, Pittsgrove; Tiffany Jassel, Penns Grove; Jesse Austin, Elsinboro; John Fordham, Mannington; David Fritz, Woodstown; Krista Cannavo, Woodstown; Dominic Panetta, Special Services; Tommie McCoy, Quinton; Tina Yangello, Pennsville.
On roll call, the following Freeholders were present with the above named Honorary Freeholders: Charles R. Sullivan, Lee R. Ware, Michael H. Facemyer, R. Benjamin Simmermon, Jr., John A. Kugler, Susan A. Bestwick and C. David Sparks, Jr. A quorum was present.
Motion was made by Mr. Kugler that the reading of the Minutes of the last regular meeting and special meeting be dispensed with and that the Minutes be received, approved and recorded in the Minute Book. Mr. Facemyer seconded his motion, which was carried by a hand vote of 7/0.
PRESENTATIONS
A representative Proclamations of Honorary Freeholder was read and included the above named Honorary Freeholders and also included the absent names of Ashley Copes, Salem Middle School and Jewel Cherry, Penns Grove Middle School.
Youth United Way member Leeihnae Reese presented a "New Jersey Many Hands Flag" to the Freeholder Board.

R.2001-131 Resolution Honoring Julie A. Acton for Dedicated Service to the County of Salem. Motion made by Mr. Kugler for adoption of this resolution, with Mr. Facemyer seconding his motion. On roll call, the motion for adoption of the foregoing resolution carried with a hand vote of 7/0.

Motion was made by Mr. Kugler that the Correspondence, Departmental Reports, and Committee/Commission Minutes be received and filed. Mr. Facemyer seconded his motion, which was carried by a hand vote of 7/0.

UNFINISHED BUSINESS Mr. Facemyer thanked the Honorary Freeholders for their participation and said they were very knowledgeable. Mr. Sullivan thanked his Honorary Freeholders and said he was proud to see the better side of our youth in Salem County, which is the prevalent side. Honorary Freeholder Tina Yangello was appreciative of the event and cited her experience with the Department of Engineering. Director Sparks said his Honorary Freeholders were very knowledgeable and should feel honored by the special oath of office written by County Counsel Michael Mulligan. Mr. Kugler thanked all there who participated in Ground Hog Shadow Day and looks forward to seeing a new group of students next year.
NEW BUSINESS There were no Freeholder comments.
PUBLIC COMMENT Mr. Glen Donelson of the Schools to Careers Initiative thanked the Freeholder Board for their participation and said that the Salem County Board of Chosen Freeholders may be the only one in the State that has "Groundhogs" (students job shadowing.)
