SALEM COUNTY BOARD OF CHOSEN FREEHOLDERS
JANUARY 16, 2002 REGULAR MEETING MINUTES

At 07:36 P.M. Director C. David Sparks, Jr. opened the meeting and requested a moment of silence in followed by the Pledge of Allegiance. He stated that the meeting was in compliance with the Open Public Meetings Act.

 

On roll call, the following Freeholders were present: Charles R. Sullivan, Lee R. Ware, Michael H. Facemyer, R. Benjamin Simmermon, Jr., John A. Kugler, Susan A. Bestwick and C. David Sparks, Jr. A quorum was present.

 

 

Motion was made by Mr. Kugler that the reading of the Minutes of the December 27, 2001 adjourn meeting, reorganization and regular meeting of January 2, 2002 be dispensed with and that the Minutes be received, approved and recorded in the Minute Book. Mrs. Bestwick seconded his motion, which motion was carried by a hand vote of 7/0.

 

 

SPECIAL RECOGNITIONS

R.2001-66 through 97 Resolutions Honoring Salem County Volunteers to the September 11, 2001 Tragedy. Mr. Kugler moved for adoption of these 32 resolutions, with Mrs. Bestwick seconding his motion. On roll call, the motion for adoption of the foregoing resolutions carried a hand vote of 7/0.

 

 

R.2001-66 through 70, respectively "& for services in triage preparation at Liberty State Park with Elsinboro Squad 15 - Doug Marts, Gary Walsh, Mike Shimp, Shawn Love, Steve Hannah." Mr. Ware accepted for Elsinboro Squad 15.

 

 

R.2001-71 through 73, respectively "& for services in triage preparation at Liberty State Park with Pedricktown Squad 3 - Mike Lemke, Ken Oliver, Kathy Oliver." Mr. Facemyer presented to Pedricktown Squad 3.

R.2001-83, 84, respectively "& for triage preparations and mental health services to survivors and victims' family members with Healthcare Commons Inc. - Steven Torres, David Schumacher." Mr. Sparks presented to Healthcare Commons.

 

R.2001-87 "& logistics specialist with NJ Search & Rescue Team at Ground Zero - Daniel Bestwick." Mr. Kugler presented to Daniel Bestwick. Mr. Kugler commented that Mr. Bestwick has been placed on the "New Jersey World Trade Center Victims Memorial Commission" by executive order of the Governor to develop a concept for a permanent memorial in honor of the NJ victims of the September 11th attacks.

 

R.2001-88 "&podiatric services to emergency workers at Ground Zero - Dr. Richard Sooy." Mr. Sullivan presented the resolution to Dr. Sooy. Mr. Sullivan read from comments from Dr. Nancy Clark, professor at the New York College of Podiatric Medicine and coordinator for podiatric services at Ground Zero, praising Dr. Sooy on his volunteer efforts at Ground Zero.

Motion was made by Mr. Kugler that the Correspondence, Departmental Reports, and Committee/Commission Minutes be received and filed. Mrs. Bestwick seconded his motion, which was carried by a hand vote of 7/0.

 

Director Sparks requested reading and Board action on resolutions by committee block beginning with Road and Bridge then Planning and Transportation Committees. The entire Freeholder Board concurred.

R.2001-101 Resolution Approving an Emergency Services Radio Antenna Lease Agreement

 

 

Mr. Kugler moved for adoption of this resolution, with Mr. Facemyer seconding his motion. On roll call, the motion for adoption of the foregoing resolution carried a hand vote of 7/0.

 

Director Sparks opened the meeting for comments. Carneys Point Fire Chief Ed Micallef applauded the Freeholder Board for accomplishing the complex tower mission in six months. Director Sparks said the Fire Companies provided the impetus to complete the project. He said County government would move as quickly as possible through the various government procedures such as FCC licensing and public bidding. He expressed his appreciation for their patience.

 

Motion was made by Mr. Kugler that the Rules of the Board be waived for this meeting. Mrs. Bestwick seconded his motion, which was carried by a hand vote of 7/0.

R.2001-105 Resolution Supporting Salem County Board of Elections Action to Change County Voting Districts. Mr. Ware moved for adoption of this resolution, with Mr. Simmermon seconding his motion. Mrs. Bestwick commented that there would have been a cost savings by eliminating some voting districts, but that the State still requires County election board poll members to be paid double what was paid in year 2000. She said that she hopes the State will assist with this cost. On roll call, the motion for adoption of the foregoing resolution carried a hand vote of 7/0.

On roll call, the motion for adoption of the foregoing resolution carried a hand vote of 7/0.

 

The Freeholder Board reconvened the Public Session at 8:20 P.M.

MOTION TO ADJOURN Motion was made by Mr. Kugler to adjourn the meeting, with Mrs. Bestwick seconding. There being no questions on the motion, all Freeholders rose for a 7/0 vote. The meeting adjourned at 8:22 P.M.
